Tata Motors to clear JLR debt

Tata Motors will wipe out its total debt of $3 billion it took for the acquisition of Jaguar and Land Rover (JLR) by raising funds through rights issue, long term bonds, global depository receipts (GDR) and divestment.
Speaking with the media persons on Monday Mr Ravi Kant, vice-chairman, Tata Motors said: “In the last few months we have raised Rs 13,600 crores by way of right issue (Rs 4,200 crore), long term bonds (Rs 4,200 crore), GDR (Rs 3,500 crore) and divesting the stake in Tata Steel (Rs 1,700 crore). Due to this fund raising activity Tata Motors is in a position to nullify the total debt of $3 billion in the next two to three days.”
Citing the impact of the financial meltdown he said that it was remarkable that they have been successful in repaying the entire debt they had taken to finance the JLR in the span of 15 months. Meanwhile, Tata Motors has also seen a revival in demand in the commercial vehicle segment that boosted its profits during the second quarter of the current fiscal.
Tata Motors’ net profit rose to Rs 729 crore during the second quarter of this fiscal up by 110.1 per cent from Rs 346.99 crore during the same period last year. The company is about to launch its ambitious World Truck in India and South Korea simultaneously in the next two weeks.

Transformer burnt at NTTPS


VIJAYAWADA A major fire accident, a transformer was burnt in the Narla Tatarao Thermal Power Station (NTTPS) in Ibrahimpatnam mandal on Monday causing a loss of Rs 12 crore. The 500 MW transformer was on a trial run since Monday. Fire and NTTPS personnel immediately rushed to the plant and extinguished the fire averting further damage to other transformers. The transformer belongs to the seventh unit, which is under construction. The NTTPS chief engineer, Mr S. Anjaneya Rao, told this newspaper that the increase of internal temperature of the transformer was the prime reason for the mishap which occurred at 5.55 a.m. Luckily, no casualty or injury was reported in the fire accident. The engineering officials began dismantling the transformer and investigation began into the reason for the accident. The Bharat Heavy Electrical Limited (BHEL), Hyderabad, installed the transformer recently and synchronising began only on Monday. The mishap occurred when the trial run was on at 250 MW production level. The maximum capacity of the transformer is 500 MW, said Mr Anjaneya Rao. The APGenco director, Mr Radhakrishnan, supervised the dismantling work of the transformer. Two other transformers located adjacent to the burnt transformer are safe. With the swift action from the fire department and the NTTPS staff, the fire was confined to a limited area. Meanwhile, the fire accident has no effect on the power production in the thermal station. The six units of the power station produce 1,260 MW of power. The BHEL installed the transformer recently, which is known as R-phase transformer. The chief engineer said another transformer from Bhopalpalli station in Warangal district would be roped in at the NTTPS in place of the ruined transformer. The APGenco director said the mishap occurred due to a technical problem. As per the preliminary estimations, the loss is estimated about Rs 12 crore.

Boosting student exchange

Said Michael Russell, Minister for Culture, External Affairs and the Constitution, in the Scottish government, “The two bodies will encourage joint degree development and help identify opportunities for enhanced funding to support institutional initiatives.”

The Minister said that Scotland had a world-class educational system, and was looking forward to supporting India’s goals of significantly growing its education sector, enhancing R&D as well as upskilling its workforce to boost sustainable economic growth.

According to IANS reports, a total of 14 Scottish universities and six special higher education institutions form the Universities of Scotland body, while 281 Indian universities form the AIU.
“Scotland has global strengths in key industries such as life sciences, energy, financial and business services, and IT, which are also important to India’s continued growth. Coupled with India’s capabilities in these areas, this will be a mutually beneficial partnership,” Russell said.

Salman Sohail at war

The inseparable Khan brothers Salman and Sohail have had a fallout. After media reports stated that Salman had summoned Sohail asking him for an explanation for Main Aur Mrs Khanna’s box office debacle, Salman and Sohail have stopped speaking to each other. Big brother Salman who is known to stand by his brothers and family, is said to be mighty miffed with Sohail’s attitude. The next film which was scheduled to be directed by Prem Soni and the remake of Satte Pe Satta has been shelved for now.
A source revealed, “It is sad and unfortunate that even though Salman loves his brothers, he is not on talking terms with Sohail anymore. Sallu feels that Sohail should have been more responsible about the film and should not have publicised it as a Salman Khan film, especially because it came close on the heels of Wanted. He also felt that it was too early to give the directorial reins to Prem Soni. However Sohail had his own point of view and the brothers have disagreed on these aspects. The fact that Sohail had lot of problems with co-producers UTV has also put a question mark over his abilities as a producer.
There is no doubt that UTV played dirty in the deal but Sohail and Salman had to face the consequences.”
The source added, “Sohail has now got into a deal with K. Sera Sera Pictures and they will be producing Partner 2 soon. Satte Pe Satta has been postponed indefinitely for a while. Salman now wants Arbaaz to take every precaution with Dabangg, his first film as a producer.
As far as Sohail goes, Salman is not even speaking to him right now and all efforts by their family and friends for a reconciliation between the two siblings have unfortunately fallen on deaf ears.”

Give our airlines better, fairer deal

India’s private airlines as well as state-owned Air India (which incorporates what earlier used to be Indian Airlines) are justifiably aggrieved at the way foreign carriers — many barely a year or more old — are allowed landing rights at 10 to 12 destinations in this country. For instance, all the Gulf airlines as well as others can fly to the hinterland — to places like Calicut, Kochi, Pune, Hyderabad, Bengaluru, Nagpur and Amritsar, in addition to the four metros. They may as well be our national carriers! What does India get in return? Peanuts. How many destinations, for instance, can some of them offer in return for the 10 or 12 they get from us? With the absence of balance sheets and dirt cheap oil, a luxury airlines in this country do not enjoy, they can offer rock-bottom fares — which is certainly a boon to Indian travellers who can enjoy the privilege of flying overseas at a fraction of the price they would pay otherwise. But if the opening of Indian skies and destinations was desirable to allow true competition, where the consumer is king, then why are Indian carriers still being bound hand and foot with restrictive regulations which have been described by aviation veterans as unwarranted and unprecedented? Private carriers such as Spice and Indigo are profit-making airlines, but cannot fly abroad as they don’t fulfil requirements such as having been in operation for at least five years or having a fleet of 20 aircraft. This was one of the reasons Kingfisher took over Air Deccan: it could thus operate overseas when Air Deccan completed five years. It is understood that this five-year requirement was put in place as private airlines at the time were folding up after a year or two of operation — so that the country did not tarnish its reputation internationally. But whatever the reason, it has lost relevance as foreign airlines which operate in this country are not subject to such Indian rules. As a result, in the past four years, the seat capacity given to foreign airlines in the hinterland has seen a quantum jump — from 404,508 seats per week at the end of December 2003 to 1,212,909 seats per week at the end of December 2007 — an increase of 299 per cent. This is a landmark in 75 years of civil aviation in India. Between 1993 and 2003 the increase in seat capacity allowed to foreign airlines was 64 per cent per week. If this were not enough, between January and June 2008 the increase of seats per week was 2,27,929, or an increase of 16 per cent. The decision, therefore, to permit this 299 per cent jump in seats for foreign airlines to India’s hinterland defies logic. The Indian carriers are not in a position to take advantage of reciprocal agreements, besides the fact that none of these foreign airlines can offer 12 destinations in their home countries. So what was the hurry to open our skies and so many destinations while crippling our own airlines? By the time they are ready to fly, the entry level will be very expensive. Air India, for instance, is said to be losing between Rs 6 crores and Rs 8 crores every day as a result. The government has told the national carrier to either perform or perish. Step-motherly treatment of this kind might only help ensure that our own airlines perish.

God will be furious if women become governors: Iran cleric

Tehran: A top hardline Iranian cleric said on Thursday that "God's fury" would be unleashed if Iran appoints women as governors of some provinces, as was raised as a possibility by a minister last week.
"If some people want to change the principles and values of the revolution without considering the views of clerics, they will face the fury of God and of the people," Grand Ayatollah Lotfollah Safi Golpayghani said on his website.
Golpayghani was reacting to remarks by interior minister Mostafa Mohammad Najjar in the holy city of Qom last week, who when asked whether Iran would appoint women as governors of provinces, replied: "Yes. It is possible." Golpayghani said the appointment of women in such top jobs was against sharia (Islamic) law.
"They come to Qom, the centre of Shiite Islam, and announce that they will appoint women as governors of some provinces. Do you want to fight with the Koran and the Prophet with such talks that go against sharia?" he asked. "Who are you against? God's rule or the definite rules of religion?"
Iranian President Mahmoud Ahmadinejad has also faced stiff resistance from hardline clerics, including Golpayghani, in appointing women as cabinet ministers. Lawmakers, however, did approve one woman cabinet minister - the first female minister of the Islamic republic -- during a vote of confidence in September.
In recent years Iranian women have outnumbered men in universities but they still account for only around 15 percent of the official work force. Since the 1979 Islamic revolution, women have been banned from becoming judges and suffer from legal inequalities with men in marriage, divorce and inheritance

A historic accord will open sealed borders

The Turkish Prime Minister, Mr Recep Tayyip Erdogan, has accomplished a unique feat, with help from his Armenian counterpart, Mr Serge Sarkisian, and Europe and the United States, in engineering an agreement with his neighbour burying the nearly century-old feud on whether the killing of Armenians towards the end of the Ottoman Empire amounted to genocide. Historical memories run deep, and the commemoration of a tragic event had become a matter of faith and nationalism for Armenians and their powerful diaspora of 1,5 million in the United States. Turkish analysts are hailing the accord, signed in Switzerland, as an event of the century, but it is the most significant development since the fall of the Berlin Wall and the disintegration of the Soviet Union.
In 1993 Armenian troops went to the aid of ethnic Armenians in the Azerbaijani enclave of Nagorno Karabach. Turkey closed its border with Armenia in solidarity with Azerbaijan and set two conditions: withdraw the worldwide campaign on declaring the tragedy of 1915 as genocide and withdraw troops around the enclave. Armenia has therefore had to live with closed borders on two sides, using Georgia as a transit route. It also became over dependent on Russian goodwill to survive.
Enter Mr Erdogan and his assertive good-neighbourly policy, recognising that the ambitious wider role he envisages for his country required a friendly neighbourhood. He encouraged a new push to resolve the fractious division of Cyprus into Greek and Turkish Cypriots, made overtures to the restive Kurds in the eastern region of Turkey and set about meeting criteria for membership of the European Union. In fact, making peace with Armenia was also an EU condition for membership.
There were last-minute hitches before the signing of the agreement, with a posse of high-level personages, including US secretary of state and the Russian and French foreign minister and the EU envoy, Mr Javier Solana, choreographing the event. Apparently, the US objected to a Turkish post-signing statement, the solution being that neither side would make such a statement. In essence, the agreement envisages the establishment of diplomatic relations between the two countries and the opening of the shared border in two months. The genocide issue has been set aside by the appointment of a joint commission of historians while the Nagarno Karabakh issue will continue to be mediated by the Organisation for Security and Cooperation in Europe.
Armenia’s President Sarkisian, on his part, has shown courage in accepting the deal although he was under intense Western pressure, particularly after his crackdown on opposition supporters protesting against the allegedly rigged presidential election in 2008. His laconic comment on the agreement was: “There is no alternative to the establishment of relations with Turkey without any precondition, It is the dictate of the time”. In fact, opposition to the treaty led to protests from the diaspora from Beirut to Los Angeles and at home. One party withdrew from the ruling coalition.
Mr Erdogan, who blotted his copybook recently by slapping a $2.5 billion fine on a media mogul’s empire being critical of his government for alleged unpaid taxes, has shown yet again that he is an astute politician who has his eye on the larger picture. Turks have traditionally viewed themselves as a regional superpower, but the Prime Minister’s contribution has been to translate this vision into a coherent and consistent policy of wooing neighbours the earlier ostentatiously secular military-dominated regimes fought shy of. The Islamic orientation of the ruling Justice and Development Party has, of course, helped, but Mr Erdogan was quick to grasp the central fact that relying on the United States and Nato was good but had its limits. Although Turkey’s prospect of membership of the EU seems bleak in the short term, the Prime Minister has used the membership issue to loosen the grip of the powerful military establishment by employing EU guidelines.
In view of ethnic Turkish links to at least some of the Central European countries, Ankara has always viewed the region, particularly after the break-up of the Soviet Union, as a natural area of influence. Normalisation of relations with Armenia would give it a new opening to the region. If Russia considers its “near abroad” as an area of privileged interest, Turkey feels that the ethic and linguistic linkages do provide the platform for maintaining special relations. For Armenia, the opening of the border with Turkey will come as a godsend in term of economic and trade relations and access to the considerable Turkish market and level of development.
President Sarkisian discovered for himself during his recent tour of countries with a large Armenian diaspora that descendants of the victims of those killed towards the end of the Ottoman Empire have neither forgiven Turks nor forgotten the tragedy. A website has already opened (KEGAHART.com) seeking support under the rubric: “We condemn the Turkish-Armenian Agreement”.
And one Armenian has reacted to the signing of the accord with the comment: “The point is that the issue of the genocide is a natural demand, which should not be made an axis of state policy”.
The agreement needs parliamentary approval in the two countries although both are expected to complete it on time. But the actual opening of the border will be the biggest symbol of change, if it does not get entangled in violent nationalist protests in Armenia. Obviously, Armenia has had to make greater concessions even though they relate to addressing issues of psychology that have blended into the Armenian psyche. It
is danger time for President Sarkisian till the border opening. Once trade starts and people
visit each other, the benefits
will dull the pain of historical memories.

Yes, you heard it right, "sexercise" makes a person slimmer - if you do enough of it. Combining sex and fitness is like killing two birds with one stone. Sex gets you fit. And being fit makes you want to have more sex. This is, in large part, because of all of the benefits a good sexercise routine offers, like: improved blood flow in strengthening your heart, better cholesterol, changing more of your bad cholesterol (LDL) to good cholesterol (HDL), weight control, better sleep and greater energy, including longer life and a better quality of life.

According to Fox News, women, in particular, feel more attractive with sexual fitness, since they produce more estrogen. This makes for shinier, smoother hair. Both sexes glow as their skin pores become cleansed, thanks to sweating. They feel sexier than ever. But how do you start this sexercise routine? Well, sex educator Dr.Yvonne Kristín Fulbright has come to your rescue.

Get a physical if you haven't in a while . While it may be laughable to do this, you're going to be physically active, accelerating your heart rate, pulse, and blood pressure. You're also going to be testing and developing your strength, stamina, and flexibility. As with any form of exercise, you need to make sure that you're good to go. Aim for half-hour romps 3-5 times a week. This may seem like a lot, but this is actually not very time-consuming. Consider the amount of time you put into your favorite TV show.

Remind yourself of the rewards. Sex for 30 minutes burns anywhere from 15-350 calories, depending on how physically active you are. This is the equivalent of calories burned during a half an hour of brisk walking,
running, or lifting weights. Vigorous or longer sex sessions five times per week can burn up to 1,650
calories! The active partner - typically the one on top - tends to burn more.

Don't lose focus. You can easily get distracted with all of sex's delights. But your goal is to make it burn. In a matter of weeks, you can notice improvements in the tone and strength of your stomach, back, buttocks, legs and arms.

Aim for variety. Your sexercise routine doesn't have to be routine. You can't take it for granted that sexercising won't be boring, at least not in the same way as your treadmill. So get creative.

Watch what you eat . Also maintain moderate exercise out of the bedroom. Take care of each other post-workout. After working up a good sweat, you'll have to hit the shower.

The toll in the heavy rains and rampaging floods in the state rose to 52. The Krishna was all furious as a record 11.03 lakh cusecs of floodwater reached Prakasam barrage. However, there was no threat to human lives as 2.5 lakh people of Krishna and Guntur districts have already been shifted to relief camps.

The situation in lanka villages — island villages where the Krishna meets the Bay of Bengal — however was grim as more than 50,000 people were trapped in floodwaters. Many colonies along the left bank of the Krishna in Vijayawada city submerged as the water level touched 6 feet in the evening. "The situation will remain grim till Wednesday as the flood discharge at Prakasam barrage will continue to be around 11 lakh cusecs," an official said.

With nearly 11 lakh cusecs of water in the swollen Krishna cascading from the Prakasam barrage, there was a concern on the ability of the flood banks to withstand the fierce pounding by the swirling river. However, engineers have assured the public that the flood banks were designed to take 11 lakh cusecs of water and that they have strengthened the weak points in the flood banks. This is the heaviest flood in more than 106 years as the previous record was 10.30 lakh cusecs in 1903, irrigation authorities said.

The water level touched 21.9 feet as all the 72 sluice gates were lifted to let out the execess waters. The discharge from Nagarjunasagar is expected to remain constant (10.17 lakh cusecs) at least for the next 24 hours and the outflow from Prakasam barrage will be around 10.87 lakh cusecs. With the floods receding in Kurnool and Mahbubnagar, water management at Srisailam, Nagarjunasagar and Prakasam barrage are being done in tandem to minimise the losses downstream, irrigation officials said.

The gates at Almatti have been closed and the inflows into Srisailam came down to 5.38 lakh cusecs while the outflow was 10 lakh cusecs on Monday. In view of the improvement in the situation, the engineers have decided to lower the level of the gates and close the emergency gate.

Chief minister K Rosaiah said a review of the damage to the Srisailam right bank power house with 770 MW generation capacity was being assessed. "Once the floods recede completely, a team of experts will be constituted to examine the damage the irrigation projects might have suffered due to the heavy flooding," he said.

CM Rosaiah has urged the Centre to consider it as a national calamity and provide Rs 6,000 crore for relief work. In a letter to PM Manmohan Singh, Rosaiah said the damages in the floods was to the tune of Rs 12,225 crore. UPA chairperson Sonia Gandhi undertook an aerial survery of the flood-ravaged areas.

Of the 52 deaths, Kurnool district accounted for 28 deaths, 17 died in Mahbubnagar, Krishna and Nalgonda reported three each and Guntur one. The Pulichintala project under construction on the Krishna was completely submerged. Sources said 719 minor irrigation tanks were damaged.

Does truth lie in blogosphere?

s British Prime Minister perpetually out of his brainbox on powerful psychotropic substances, as everybody now seems to believe? Does he stagger out of bed and say: “Aw, Sarah, I’ve got a meeting with Harman in half-an-hour. Light up the crack pipe, will you?” Looking at the man, you would not think so. That strange, strangulated smile, the ever encroaching brow — this is not the demeanour of a man who, for example, mainlines camel tranquillisers every morning. If he is scoring regularly, then I suggest he changes his dealer, because he’s being ripped off. Mandelson, meanwhile — well, there’s another issue.
The BBC’s Andrew Marr is in a spot of bother because he asked Gordon Brown straight out if he was a druggy, having already asked him if he were about to go blind. I quite like the idea that the country is being led by a severely visually impaired Dennis Hopper; it has a certain rapturous end-time beauty about it. But Labour MPs are now in revolt and may boycott Marr’s fine Sunday morning chat show as a consequence of this impertinence; they have been jabbering about it endlessly in the bars at Brighton. Well, boys, you have about seven months for that threat to contain even a modicum of force, so enjoy it while you can.
Most people seem to be agreed that Marr was on good ground talking about Brown’s eye problems, but on decidedly dodgy ground when he brought up the drugs. Certainly, there has been fury from Labour, with even perfectly sensible people insisting that the question was inappropriate. There has been spite and malevolence too, from Alastair Campbell. On a blog, the former spin doctor castigated Marr’s approach and suggested that there were certain things which Andrew Marr wouldn’t like to be asked about in an interview in front of millions of people.
There have been no rumours about Andrew Marr which, even if proven to be true, would remotely affect his ability to do his job. And secondly, Andrew Marr is a mere journalist, not the Prime Minister. Even for those who, with some justification, dislike the double standards employed from time to time by our trade, there is a difference.
Another theory doing the rounds is that Marr felt sort of compelled to ask the question because he is perceived by the Right to be, at best, an unaligned wet liberal and, at worst, a card-carrying activist of what is still referred to, by some foaming maniacs, as the Blair Broadcasting Corporation. And thus, in a wish to be truly rigorous, he was pushed towards an area of questioning which even a hardline Tory would consider de trop.
And finally, the sort of moderate, considered view is that Marr overstepped the mark by asking about prescription drugs, but was within his rights when referring to Brown’s eyesight. Of all the points of view we’ve examined this seems to me to have the least to commend it. Brown has been blind in one eye for a considerable period of time; the only evidence to support the thesis that his other eye is now playing up comes from the blogosphere. “You need hard evidence before you ask the Prime Minister something like that”, I was told, in reference to the drugs. But where’s the “hard” evidence for Brown’s recent problems with his eyesight? It’s a false dichotomy. The Labour Party has insisted that the only references to Brown’s alleged reliance on prescription drugs comes from “extreme Right-wing” bloggers. But that’s not true: Right-wing columnist Simon Heffer alluded to it in his column for the Daily Telegraph, and the (sorta) Left-wing columnist Matthew Norman mentioned the same thing in passing in one of his own columns. In fact, Matthew actually wrote that if the Prime Minister wasn’t taking prescription drugs, he should be. In any case, the prescription drugs business had been established in the mainstream press every bit as much — if not more — than those worries over Brown’s eyesight. I suppose people consider it ruder to ask someone if they’re going whacko than if they’re going blind.
Ten years ago, a Right-wing maniac came into my office at the BBC and told me that Tony Blair was a kiddie-fiddler, and he had the paper evidence to prove it. He was deluded and mad and there was no truth to the charges. But it is the sort of thing which these days would be a staple on the Right-wing (and far Left-wing) blogs — and quite possibly would leak, one way or another, into the mainstream press, the columnists for which scour the blogs for titbits.
My guess is that 99 per cent of the stuff that swills around the blogosphere is certifiable rubbish written by paranoid idiots and that we all, in the deadwood press, have a duty to disbelieve unless we find compelling evidence to the contrary. But in the meantime we flail around, desperate to believe one or another rumour, the more unlikely and bizarre the better, because one in a hundred, and probably the least likely (John Major and Edwina Currie, anyone?) will turn out to be true. It seems hard, then, to attack Andrew Marr simply for asking the questions at a time when the blogosphere is, bizarrely, trusted as a conduit of information.

US debates govt’s role, lobbyists smile

I’d like to introduce you to two friends of mine, Mr Bentham and Mr Hume.
Mr Bentham knows everything. He went to Stanford, then to the Kennedy School before getting a business degree. He’s got multivariate regressions coming out of his ears, and he sprinkles CBO reports on his corn flakes for added fibre.
Mr Hume is very smart, too, but he doesn’t seem to make much use of his intelligence. He worked on Wall Street for a little while, but he never could accurately predict how the market was going to move tomorrow or the day after that.
Mr Bentham is a great lunch partner. If you ask him to recommend a bottle of wine, he’ll reel off the six best vintages on the wine list, in ranked preference. Mr Hume can’t even tell you which entree to order because he doesn’t know what you like.
If you put Mr Bentham in charge of the government, he’d proceed with confidence. If you told him to solve a complicated issue like the global-warming problem, he’d gather the smartest people in the country and he’d figure out how to expand wind, biomass, solar and geothermal sources to reduce CO2 emissions. He’d require utilities to contribute $1 billion a year to a Carbon Storage Research Consortium. He’d draw up regulations determining how much power plants would be allowed to pollute.
He’d know about battery efficiency and building retrofit programmes, and he’d give you a long string of dazzling proposals. So then you’d ask him to solve the healthcare mess.
He’d say we have to cover the uninsured without bankrupting the country. He’d design a set of insurance policy regulations to make sure everybody gets uniform care. He’d get out his magnifying glass and help pay for expanded coverage by identifying waste in Medicare.
Then, he’d say, we’ve got to change the way government reimburses providers. He’d set up a $1 billion-a-year Innovation Centre within the department of health and human services. He’d organise a superempowered Medicare commission to rewrite regulations and hold down costs. He’d set up comparative effectiveness research centres with teams of experts who would determine what treatments work best. He’d encourage doctors to merge their practices into efficient teams because he’d seen successful pilot programmes along that line.
Mr Hume, I’m afraid, wouldn’t be so impressive. If you asked him to take on global warming, he’d pile up reports on the problem. But if you walked into his office after a few days, you’d find papers strewn in great piles on the floor and him at his desk with his head in his hands.
“I don’t know the best way to generate clean energy”, he’d whine, “and I don’t know how technology will advance in the next 20 years. Why don’t we just raise the price on carbon and let everybody else figure out how to innovate our way toward a solution? Or at worst, why don’t we just set up a simple cap-and-trade system — with no special-interest favourites — and let entrepreneurs figure out how to bring down emissions?” On healthcare, he’d be much the same. He’d spend a few days reading reports. Then one day you’d find him in the foetal position, weeping. He’d confess that he doesn’t know enough to reorganise a fifth of the economy. He can’t figure out which healthcare delivery system is the most efficient. “Why don’t we just set up insurance exchanges with, say, 12 different competing policies? We’ll let everybody choose a policy, and we’ll let people keep any money they save. That way they can set off a decentralised cascade of reform, instead of putting all the responsibility on us here”. And then Mr Hume would beg you to leave him alone.
I’ve introduced you to my friends Mr Bentham and Mr Hume because they represent the choices we face on issue after issue. This country is about to have a big debate on the role of government. The polarisers on cable TV think it’s going to be a debate between socialism and free-market purism. But it’s really going to be a debate about how to promote innovation.
The people on Mr Bentham’s side believe that government can get actively involved in organising innovation. (I’ve taken his proposals from the Waxman-Markey energy bill and the Baucus healthcare bill.)
The people on Mr Hume’s side believe government should actively tilt the playing field to promote social goods and set off decentralised networks of reform, but they don’t think government knows enough to intimately organise dynamic innovation.
So let’s have the debate. But before we do, let’s understand that Mr Bentham is going to win. The lobbyists love Bentham’s intricacies and his stacks of spending proposals, which they need in order to advance their agendas. If you want to pass anything through Congress, Bentham’s your man.

Maoists criminals, nobody’s saviours

Those who take heart from democracy and the rule of law as a cardinal principle of civilised rule and the basis of statehood, no matter how imperfect their practice in our country, will honour a brave Jharkhand woman, Sunita, who would be widowed within days of enunciating a sentiment that would do high officials of a modern democracy proud. The wife of police inspector Francis Induwar, who was captured by CPI (Maoist) activists in the forests not far from the highway that links the two major industrial centres of Ranchi and Jamshedpur on September 30, courageously told the media that seeking the release of her husband in exchange for arrested Naxalite leaders ought not to be effected as a way to extricate him from Maoist captivity as he was an official of a legitimate government and believed in doing his duty honestly. An assertion so stirring, by one so intimately related to a captive held by elements who decry our Constitution and political structure, has not been heard before. Indeed, the Indian state is known to have capitulated more than once to demands of terrorists on prisoner swaps. Inspector Induwar was beheaded by his captors without warning earlier this week. He wasn’t the first policeman to die in the line of duty, but his Talibanesque killing can be said to be easily the most gruesome of all the cold-blooded murders committed by those claiming to be revolutionists. The credo of violence that comes naturally to the Maoists has not advanced the cause of the poor and the landless one inch in the past half-century that the Naxalites have been around. It is reasoned debate in the legislatures that has influenced policy. As for the Maoists, their violence without limit against innocent people — recently they shot an eight-year-old child through the head — has earned them rebuke even from the writer Mahasweta Devi, who is known to stand up against violence by the state. Like the Taliban they appear to follow in some ways, the Naxalites appear to be laying siege to ungoverned spaces, especially in forested territories, through the use of intimidation tactics against local residents, who are usually poor tribal people. The aura and the myth sometimes built up about Naxalism and the Naxalites — presenting them as preservers of land rights of the unprotected — appears more than a little overblown. A long time ago there was among the intellectual elite some romanticising of this. This has dissipated long since. News reports suggesting that a leading Naxal operative recently captured by the West Bengal police is the master of insurance policies worth around Rs 1 crore can only undermine any positive image the putative followers of Mao may have once had. Other than mindless violence directed against low-level state functionaries and innocent rural and forest people who like to keep their own counsel, it is not clear what goals the Naxalites espouse. They seem to have no visionary aim, and no theory to subserve even the platitudes that are mouthed. Their slogans may deceive, but their practices are indistinguishable from those of plain criminals who chose the path of terrorism. Like the Taliban, the Naxalites have become destroyers of any signs of development intended for the poor, such as roads, schools, medical facilities. Naxalites prosper only when every vestige of development is effaced. It is not just the state that needs to move with energy against them, but the political system as a whole.

Hasina to discuss transit issue with India during visit

Dhaka: Prime Minister Sheikh Hasina is likely to visit India later this month when the politically contentious issue of giving transit facility to India through Bangladesh territory will be discussed, a newspaper said on Thursday.

Bangladesh Foreign Minister Dipu Moni's talks with the Indian leadership last month may have paved the ground for the visit of Sheikh Hasina, the New Age said. Dhaka agreed to allow New Delhi to use Bangladesh territory to carry goods to Tripura in northeast India during a meeting between Dipu Moni and her Indian counterpart S.M. Krishna in New Delhi September 8.

New Delhi has also long been pressing for a transit right through Bangladesh to carry goods to and from the northeast and has offered to invest in the development of necessary infrastructure. Indian authorities are yet to make any concrete financial offer regarding its investment in building the required infrastructure, unnamed sources in the Bangladesh foreign ministry told the newspaper.

The two countries are scheduled to sign a deal in May 2010 on India's access to the Ashuganj Port in Bangladesh that it wants to use to transport heavy equipment for a power plant in Tripura.

Former prime minister and opposition leader Khaleda Zia has already voiced her opposition to the move, resurrecting old fears that India could "exercise control" over Bangladesh's infrastructure facilities.

Foreign policy experts interviewed by the newspaper expressed diverse opinion on the issue that is being intensely debated politically. Many have suggested that Bangladesh should mobilise its own resources to invest in roads, railways and ports instead of allowing India to participate in their building.

Bangladesh will need an investment of $2.4 billion for building infrastructure to effectively join the Asian Highway network, including transit to India, which would link Bulgaria in Europe to Philippines in Southeast Asia, according to a study by the Asian Development Bank (ADB).

"We should thoroughly examine the requirements and modes of investments for a better regional connectivity. It is a question of our national interests, pride and dignity to develop our own infrastructures and I think we should afford the costs," former foreign secretary Shamsher Mobin Chowdhury said.

Imtiaz Ahmed, professor of international relations at Dhaka University, added that New Delhi realised that cooperation with Bangladesh was essential to develop the country, particularly its northeast region. "So, we should try to cash in on India's compulsion. We should think about long-term funding to establish regional connectivity, not merely India connectivity," he said.

Mostafa Faruk Mohammad, a former diplomat who is now a lawmaker and a member of the parliamentary standing committee on the foreign ministry, however, did not see any problem in receiving Indian funds.

"What is wrong if we take Indian investment as we are having investments from countries such as China and Japan in transport infrastructures?" he asked.

M. Rahmatullah, a former transport expert with the UN, pointed out that no concrete assurance of funding was in sight either from international financing institutions or private investors for developing road, rail and other connectivity.

"We need not invest money right now in establishing connectivity with India," he said.

Another quake strikes Indonesia, thousands feared dead

JAKARTA: Thousands of people were likely killed in a huge earthquake that struck Indonesia's Sumatra island, the Health Ministry's crisis centre head said on Thursday.

Rescue workers raced against time to assist victims of a huge earthquake on Indonesia's Sumatra island where upwards of 1,000 people are feared dead and many more trapped in rubble.

Another powerful quake struck Thursday south of the devastated area, but Indonesian authorities said there were no immediate reports of casualties from that quake, which they measured at 7.0 magnitude.

Wednesday afternoon's 7.6-magnitude earthquake caused buildings to crumble and fires to rage in Padang city, home to nearly a million people on the coast of Sumatra island, which was left largely without power and communications.

"The rescue personnel in the location estimated that so far at least 200 people have died," Disaster Management Agency spokesman Priyadi Kardono said in Jakarta.

But that number was likely to soar, officials said, as the first outside rescue teams from the Indonesian army and health ministry reached the city and surrounding towns to reinforce overwhelmed police on the ground.

Their task was to hunt for those still alive, in the twisted wreckage of collapsed hospitals, schools and homes.
"We need heavy machinery to lift the rubble... we expect that to arrive at the location soon," Kardono said.

At Padang's airport, parts of the roof had collapsed, leaving metal beams hanging down, an AFP correspondent said.

Health ministry crisis centre head Rustam Pakaya said a major city hospital was among the many buildings that had buckled.

"Houses and buildings have collapsed, causing thousands of people to be trapped inside in the rubble," Pakaya said.
He said he expected the death toll to soar over 1,000, given the scale of destruction and the large numbers of people feared buried in the rubble.

Yanto, a hotel receptionist in Padang, said electricity remained cut off on Thursday morning more than 15 hours after the quake.

"Our hotel has been heavily damaged. There are many cracks and rubble from fallen concrete," he said. "Thank God all our guests survived."

President Susilo Bambang Yudhoyono, briefing reporters in Tokyo as he returned from the G20 summit in the United States, urged officials to "flood" the city with aid and medical relief.

Three military transport planes were preparing to deliver aid including tents, blankets and medicine, Disaster Management Agency spokesman Priyadi Kardono said.

"The effects of the earthquake could be as big as the Yogyakarta quake," he said, referring to a 2006 quake that killed 6,000.

British-based charity Oxfam said it had already earmarked 200,000 pounds (320,000 dollars) for relief efforts, including the distribution of emergency shelters, hygiene kits and clothing.

"We had aid ready because this area of Indonesia is susceptible to this type of tragedy," said Jane Cocking, the organisation's humanitarian director.

Panicked residents rushed from their homes and went fleeing through the streets after the quake struck off Sumatra's west coast at 5:16 pm (1016 GMT), 47 kilometres (29 miles) northwest of Padang.

It was felt in the Indonesian capital Jakarta, 940 kilometres (585 miles) away, and sent frightened office workers streaming out of buildings in nearby Singapore and the Malaysian capital Kuala Lumpur.

Dozens of aftershocks followed, including the major one Thursday which the US Geological Survey measured at 6.8 and said hit on land 225 kilometres (140 miles) southeast of Padang.

The Japan Meteorological Agency said there was a "very small possibility" of a destructive local tsunami in the Indian Ocean.

The Indonesian earthquakes followed a massive quake measuring 8.0 in magnitude that spawned a deadly tsunami in the Samoan islands of the South Pacific.

Like Indonesia, the islands sit on the volatile "Ring of Fire," a massive zone of volcanic instability that encircles the Pacific. Geologists said Padang, which lies near the colliding Indo-Australian and Eurasian tectonic plates, was vulnerable to more quakes and tsunamis.

"There are three big volcanoes in West Sumatra -- Merapi, Talang and Tandikat. We fear that this quake might cause volcanic eruptions there," said Geological Disaster Mitigation and Volcanology Centre head Surono.

Padang lies on the same tectonic faultline that cracked off Aceh, at the northern tip of Sumatra, in 2004 to trigger the Indian Ocean tsunami that killed more than 220,000 people.
